Desde hace seis años diversas organizaciones de base de América Latina se han reunido para compartir experiencias de afirmación de su identidad y de sus derechos frente a la Impunidad y a la Globalización diseñando mecanismos concretos de apoyo mutuo, de solidaridad con grupos de Europa y en desarrollo de planes de acción conjunto en la protección del medio ambiente, los territorios, en búsqueda de justicia integral.

Seis encuentros se han realizado en Colombia, y uno en Alcobendas España logrando vincular comunidades con comunidades, grupos de solidaridad internacional con las comunidades en desarrollo de planes conjuntos de acciones de divulgación de información, de acciones de presión y de protección hermanada de los territorios, del medio ambiente y de prácticas de memoria colectiva ante la impunidad.

Poco a poco se ha ido tejiendo una Red de Alternativas que fortalece el valor de las actuaciones de cabildeo, de hermanamientos entre sectores de SUR con el SUR, aunque habiten en el Norte. Poco a poco se ha ido tejiendo una mirada global de problemas que atraviesan todos los países y todos los pueblos en el mundo: la impunidad que propicia, a través de la militarización cotidiana y de las luchas contra el terrorismo, el desconocimiento de la diversidad, el desmoronamiento del Estado de Derecho y el desarrollo de mecanismos de privatización de los territorios u la destrucción ambiental.

Poco a poco se constata que con el desconocimiento de los Derechos Humanos en el Norte y en el Sur se constituye un modelo de sociedad excluyente, que desconoce la democracia y los derechos de los empobrecidos, que la destrucción del planeta está articulada al uso de la tierra, a la construcción de mecanismos de consumo excesivos desarrollada a través de estrategias de seguridad que en algunos casos se desarrolla a través de políticas contrainsurgentes -militares-paramilitares-, en otros casos mediante mecanismos de control diseñados con empresas privadas y que van convirtiendo a cada ciudadano en vigilante del otro o que impulsan a concebirlo como sospechoso.

Son evidentes para algunos no para muchos, las secuelas de un modelo económico que destruye el medio ambiente, privatiza los territorios y coloca en crisis la vida integral. La aplicación de Planes de Ajuste Estructural, la privatización de los deberes estatales en materia de educación, salud y la alimentación, han estado acompañados de la militarización cotidiana, de nuevas formas de seguridad, de la flexibilización legal de los derechos individuales y colectivos, del vaciamiento del Estado de Derecho y del Derecho Internacional y del desarrollo de nuevas estrategias de criminalización. Bajo esta dinámica los pueblos, las comunidades que afirman los derechos al ambiente, a la justicia global, a la protección territorial, son percibidas como un obstáculo en las perspectivas del progreso, del desarrollo y de la consolidación democrática desde las lógicas de poder excluyente.

Las organizaciones que afirman su derecho al territorio, a la vida integral, a un ambiente sano, a la verdad y a la justicia construyen desde la solidaridad los derechos de los pueblos, buscan fortalecer la sensibilización y los lazos de apoyo en el ámbito ya no solo europeo, sino también en el de los Estados Unidos en donde se desarrollan iniciativas desde los pueblos afirmando sus derechos frente a las políticas del despojo.

Los participantes en el primer Seminario Internacional que tuvo lugar en el exterior: Territorio, Vida y Seguridad Humana frente a planes económicos y militares: Resistencias sociales, deuda ecológica y alternativas a la impunidad y la globalización, realizado en junio de 2005 en Alcobendas- España, convocaron a un segundo seminario en los Estado Unidos de Norte América con la finalidad de encontrarse con nuevas experiencias y miradas sobre la afirmación de los derechos al territorio, a la memoria y a la justicia integral.

Pocas veces se percibe el potencial y concreción de alternativas que construyen desde abajo comunidades específicas, en prácticas de memoria, en rituales de afirmación de la verdad, en iniciativas de preservación del Territorio y su biodiversidad, en la planeación de estrategias de calidad de vida y de respeto al medio ambiente.

Con este segundo Encuentro en el exterior de Comunidades en procesos de Resistencia en América se pretende:

1. Ampliar a grupos de los Estados Unidos los mecanismos de aprendizaje que han posibilitado la preservación de la vida humana, de la vida natural y la biodiversidad, así como, la protección territorial.

2. Compartir experiencias, análisis, aprendizajes y estrategias de grupos de solidaridad, de pueblos originarios, de comunidades en resistencia civil de Estados Unidos, Centro América y Suramérica respecto la privatización territorial, violaciones de derechos humanos, destrucción ambiental y la búsqueda de la justicia.

3. Fortalecer el desarrollo de estrategias conjuntas de protección, de defensa territorial, de memoria y de acción en búsqueda de justicia global que adelantan comunidades y organizaciones de América a través de un plan de acción conjunta de solidaridad, de acompañamiento, acciones de afirmación jurídica, simbólica, política, de protección territorial y ambiental, y de justicia global.

Over the last six years, various organizations based in Latin America have met to share their experiences in regards to their identity and their rights in the face of Impunity and Globalization designing concrete systems of mutual support, in solidarity with groups from Europe and developing joint plans of action for the protection of the environment, territories, and the search for equal justice for all.

There have been six meetings in Colombia, and one in Alcobendas, Spain bringing about the connection of communities; groups of international solidarity through the development of various action plans aimed at dispersing information, pressuring the government and providing for reciprocal protection of territories, the environment and the historical memory of the people in the face of impunity.

Little by little, a Network of Alternatives has been knitted that reinforces the value of the actions of ‘cabildeo’, the solidarity of groups based in the north with the south. Little by little a global view of the problems that threaten all countries and all cultures of the world has been created: the impunity that is facilitated by way of daily militarization, war against terrorism, ignorance of diversity, the crumbling of the welfare state, the development of systems of privatization of land and environmental destruction.

Little by little it is reinforced that the lack of knowledge of Human Rights in the north and the south constitutes the shaping of an exclusive society that knows nothing about democracy and the rights of the poor, that the destruction of the planet is tied to the use of the land, that the construction of policies of excessive consumption developed through security measures that in some cases are developed by way of the politics of counterinsurgents—paramilitaries—and in other cases through mechanisms of control designed in conjunction with private companies that convert each citizen into a watchdog, or forces them to renounce one another as suspects.

The secondary effects of an economic model that destroys the environment, privatizes territories and causes crisis in the fundamental way of life are obvious to some, not many. The application of the ‘Structural Adjustment Plans’; the privatization of the obligations of the State in regards to education, health and nutrition, have been accompanied by increased militarization, new forms of security, the legal flexibility of the rights of the individual and collectives, the weakening of the welfare state and of International Law, and of the development of new means of criminalization. Under this dynamic, the people, the communities, that support environmental rights, global justice, and territory protection are considered an obstacle in the light of progress, development and the growth and maintenance of democracy from point of view of the exclusionary powers.

The organizations that claim their own rights to the land, a fundamental way of life, a healthy environment, truth and justice construct, from their solidarity, the rights of the people, look to strengthen sensitivities and ties of support not only in Europe but also in the United States; where they are developing initiatives supporting the rights of the people in the face of political plundering.

The participants of the first International Seminary that took place outside of Colombia: “Land, Life and Human Security Against Economic and Military Plans: Social Resistance, Ecological Debt and Alternatives to Impunity and Globalization” that took place in June of 2005 in Alcobendas, Spain, called for a second meeting in the United States with the goal of meeting each other with new experiences, and visions for the support of land rights, remembrance and fundamental justice.

Few times has the potential and strength been perceived of alternatives that are constructed with a foundation in specific communities in practice of historical memory, in support of the truth in initiatives of the preservation of territory and its biodiversity in the planning of strategies of quality of live and in respect to the environment.

The goals of this second meeting outside of the communities in Resistance in America are:

1. Expand the structures for learning that have made it possible to preserve human life, natural life and biodiversity such as Territory protection to groups in the US.

2. Share the experiences, analysis, learning and strategies of the groups in solidarity with original peoples, with resistance groups in the US, Central America and South America with respect to the privatization of land, violation of human rights, destruction of the environment and search for justice.

3. Reinforce the development of collective strategies for the protection and defense of the territories, historical memory and search for global justice that advance communities and organizations of America through a combined action plan of solidarity, of support for legal, symbolic and political action, protection of territories, environment and global justice.
