33 Eurodiputados instan al Gobierno y al ELN avanzar hacia la fase pública de negociación

En una carta de 33 Eurodiputada/os instan al gobierno colombiano en cabeza del Presidente Juan Manuel Santos y al Jefe de la delegación de Paz del ELN, Antonio García, a avanzar en la fase pública de negociación de paz entre las partes.

Asunto: inicio de la fase pública de negociación de paz entre el Gobierno colombiano y el Ejército de Liberación Nacional.

Estimado Sr. Presidente, Estimado Sr. García

El 30 de marzo de 2016, el Gobierno colombiano y el Ejército de Liberación Nacional (ELN) anunciaron conjuntamente el inicio de la fase pública de conversaciones de paz, tras más de dos años de negociaciones a puerta cerrada. Como miembros del Parlamento Europeo queremos mostrar nuestra alegría y esperanza ante este hecho, así como respaldar este nuevo paso en el proceso, cuyo inicio de negociaciones tendrá su sede en Ecuador.

Consideramos que esta nueva mesa de diálogo complementa el ya existente proceso entre el Gobierno colombiano y las Fuerzas Armadas Revolucionarias de Colombia (FARC), igualmente hacemos notar que su avance exitoso contribuirá de manera esencial a la construcción de una paz duradera y sostenible en Colombia. Por tanto, instamos a las partes a hacer todos los esfuerzos posibles para dar pronto inicio a las conversaciones y llevarlas hasta su feliz término. Estamos convencidas/os que un pronto inicio de los diálogos contribuirá a superar cuanto antes el conflicto armado, a ganar confianza a la sociedad colombiana en el proceso y a las partes entre sí.

Así mismo, reiteramos el carácter fundamental de la labor de las personas defensoras de los derechos humanos como piedra angular para la democracia por lo que subrayamos la importancia de su protección, así como el rol presente de la Oficina del Alto Comisionado de la ONU para los Derechos Humanos en Colombia y lo oportuno para un escenario de postconflicto que ésta continúe con su mandato de monitoreo de la situación de derechos humanos.

Finalmente reiteramos nuestro respaldo a las iniciativas para llegar a una solución política del conflicto armado basada en el Derecho Internacional de los Derechos Humanos y el Derecho Internacional Humanitario con el objetivo de encaminar al país hacia una paz positiva y verdadera.

Subject: Commencement of the Public Stage of Peace Negotiations between the Colombian Government and the Ejército de Liberación Nacional – ELN.

Dear Mr. President, Dear Mr. García,

On 30 March 2016, the Colombian government and the National Liberation Army (Ejército de Liberación Nacional – ELN) jointly announced the beginning of the public stage of peace talks, following more than two years of negotiations behind closed doors. As Members of the European Parliament, we wish to express our joy and hope regarding these talks, as well as our support for this step forward in the process, the headquarters and commencement of which will be in Ecuador.

Considering that this new stage of dialogue complements the current process underway between the Colombian government and the Armed Revolutionary Forces of Colombia (Fuerzas Armadas Revolucionarias de Colombia – FARC), we believe that its success will be an essential contribution to the construction of a long and sustainable peace in Colombia. As such, we urge both parties to make every effort to begin these talks as soon as possible and work towards a satisfactory outcome. We are convinced that their prompt commencement will contribute to bringing the armed conflict to an end, and will secure the confidence of the Colombian society in both the process and in the parties themselves.

We recognize the fundamental character of the work carried out by human rights defenders, who are the cornerstone of democracy, and underscore the importance of their protection. Furthermore, we acknowledge the role of the United Nations Office of the High Commissioner for Human Rights in Colombia, and believe it essential, that its mandate to monitor the human rights situation be maintained during the post-conflict stage.

Finally, we wish to reiterate our support for initiatives, which are aimed at reaching a political solution to the armed conflict and moving Colombia towards a true and positive peace, based on the principles of International Human Rights Law and International Humanitarian Law.
